Premier Wen Jiabao said Tuesday that China should strive to promote agricultural modernization and protect farmers’ rights to boost the development of rural areas. As a country with a large population, agricultural modernization is equally important as urbanization and industrialization to China, Wen said at the annual central conference on rural work that opened Tuesday in Beijing. “Any slight failure in agriculture will hamper the country’s economic development and social stability,” he said. He said more efforts should be done to protect farmers’ rights in land properties, income distribution, employment, social security and public services. Rapid urbanization is not likely to result in relatively fast change in rural areas, and rural construction should maintain its own features instead of bringing urban designs to the countryside, he said. Moreover, farmers enjoy the legal rights of land contracts, land use and collective income distribution as basic protections, no matter if they have moved into the cities or stayed in the countryside, he said. Local officials should respect farmers’ wills and seek their understanding. Decisions should be made “more realistically” and reflect the wishes of the majority as well as those from the minority, according to Wen. The central conference on rural work is set to map out policies for next year’s agricultural and rural development, specifying policies such as boosting grain production, raising the minimum state purchasing prices of grain, and increasing subsidies to grain growers in 2012. Despite natural disasters that frequently hit the country this year, China’s grain output reported an eighth consecutive year of growth. Its national grain production totaled 571.21 million in 2011, up 4.5 percent from a year earlier. Meanwhile, farmers’ incomes also posted relatively fast expansion over eight straight years, which is expected to top 6,900 RMB ($1,092.6) this year.
The government has created preferential procurement policies for small- and medium-sized enterprises (SMEs) to boost their development, according to a government statement issued on Friday. It is often difficult for SMEs to win tenders when bidding for government procurement projects due to the government’s strict procurement requirements, said a joint statement by the Ministry of Finance (MOF) and the Ministry of Industry and Information Technology (MIIT). When budgeting for government procurement, authorities should set aside at least 30 percent of their total budget for SMEs, of which at least 60 percent should be dedicated to small- and micro-sized enterprises, the statement said. Small- and micro-sized businesses will also get an extra price preference between 6 and 10 percent when they submit a tender for government procurement projects, the statement said. The government has also encouraged SMEs to form consortiums while allowing large enterprises to purchase products from SMEs during subcontracting. The definition of what constitutes a small, medium or “micro-sized” company in China varies by sector. For industrial companies, those with fewer than 1,000 employees and an annual income of less than 400 million RMB ($63.32 million) qualify as SMEs. Companies with fewer than 20 employees and less than 3 million RMB in income are considered to be “micro-sized.” Small businesses were squeezed in China last year due to limited access to credit from banks. Although SME data from 2011 has yet to be released, small- and mid-sized enterprises are believed to have created about 80 percent of the country’s jobs last year. In 2009, China’s registered SMEs exceeded 43 million in number and accounted for 58.5 percent of the country’s gross domestic product, half of its tax revenues and 68 percent of its exports, according to the China Association of Small and Medium Enterprises.
Beijing will offer residents 20,000 rental bikes this year to ease the city’s notorious traffic jams, according to authorities with the Beijing Municipal Commission of Development and Reform. Five hundred rental kiosks will be set up around the city to offer residents over 20,000 rental bikes, the commission said. Beijing has also proposed creating new bike lanes in some areas, including main streets, historical and cultural conservation areas and some major business districts, from 2011 to 2015, according to the commission. The capital city currently has about 5 million vehicles on its roads, leading to serious traffic congestion that frustrates the city’s residents on a daily basis. “A lack of bike lanes is the reason why I refuse to ride a bike. Bikes and vehicles are using the same lanes, and that frightens me and makes me feel unsafe,” said Beijing resident Song Tao. People often park cars on the city’s existing bike lanes, pushing cyclists onto the vehicles’ lanes, said Song. To ease traffic congestion, Beijing has made various efforts to encourage people to opt for modes of public transportation. On Dec 31, Beijing opened three new subway lines, bringing the number of subway lines in Beijing to 15, with a total length of 372 kilometers, said Beijing Metro Spokesman Jia Peng. Beijing will open four more subway lines in 2012, according to information released at a rail transit construction mobilization conference. Amid other measures to ease traffic in 2011, city authorities decided to allow only 240,000 vehicles to be registered annually, slashing the new car registrations by two-thirds from the 2010 level. Meanwhile, vehicles are banned from roads one day each week according to license plate numbers.

New music copyright rules proposed by China threaten to roll back protection for musicians and record companies and hand the government control over royalties, moves that have sparked an outcry from the local music industry and among legal experts. The draft rules from the National Copyright Administration partly aimed at reining in rampant piracy would, if they become law, also apply to foreign music distributed in China, which has long been a frontline in battles over intellectual property. Under the proposal, certain music rights would only have a three-month limit, allowing others to use record or distribute songs after that period at government-set rates. Rights’ holders would also lose veto power over who can use their work. Copyright terms in many Western countries extend rights 70 years or more beyond an artist’s death. China offers 50 years, although enforcement is weak. While the draft rules would not negate that 50-year right in name, critics say they provide a workaround that essentially turns private intellectual property public. The rules also do not spell out what sort of royalties musicians would be entitled to. The rules were proposed last month and China’s copyright authorities have said they are seeking opinions from within the industry and abroad until the end of April. They argue that the rules will help prevent piracy in a country where knock-off CDs are common and songs can be downloaded free online, as users will be required to register, list the copyright, and pay royalties set by authorities. “Under current law we don’t even have three months (protection). Three months is extending rights,” Yan Xiaohong, the deputy director of National Copyright Administration told Reuters on the sidelines of an intellectual property forum in Beijing last week.
Centralized government procurement has helped save $2.19 billion for China’s central government departments since its adoption 10 years ago, the Government Offices Administration of the State Council said Wednesday. Altogether, central government departments spent a total of nearly 90.7 billion RMB ($14.4 billion) on purchases over the last 10 years. The savings were comparable to receiving a 13-percent discount. Government procurement across the whole country was about 1 trillion RMB in 2011, or 10 percent of China’s fiscal expenditure, with about 150 billion RMB in savings on centralized procurement. These savings were comparable to a discount of 12 percent, according to Wang Ying, director of the government procurement management office under the Ministry of Finance. As of March this year, government procurement mechanisms have been established for all governments at the county level. Three centralized procurement centers have been set up for central government organs and more than 2,100 procurement organizations have been set up for local governments. More than 16,000 people are employed by these procurement organs. The procurement law was introduced in 2002, in a bid to enhance procurement efficiency, save money and prevent corruption. Centralized procurement helps promote energy conservation, supports small and medium-sized enterprises and popularizes non-counterfeit products such as computer software, said Wang Lida, director of the Central Government Procurement Center. To curb possible procurement-related corruption, the National Bureau of Corruption Prevention will cooperate with relevant departments to intensify monitoring and inspection, said the bureau’s disciplinary inspector Guo Songjiang.
